They do have bung holes which I could use to add ballast, but since the pond 
is 1/4 mile from the house vacumning anything out would be difficult.

I had been thinking of putting one end solid to the bank which would make it 
pretty stable from flipping, I also learned that the place where my son 
works "True manufacturing" throws out lots of junk foam every day when they 
empty their machine. So I should be able to fill the barrels with foam to 
keep them from sinking if they leak.

Thanks to everyone for all the help, I think I have a pretty good idea how 
to get this done now.

Will the barrels have bung holes?  Anyplace convenient?  I'm thinking
you could load ballast as you build. then  adjust it later to give the
desired boyancy.  Water could be pumped in or out.  Sand could be
poured in and vacuumed out (if it stays dry or is sufficiently wet).
