Usually any one who tries the "if this works out their is more to come"
gambit gets bid at twice the rate.Just to make them go away.
On the other hand I have been known to bid with an extra sharp pencil
when getting the job will let me set my shingle out in an area that I
have been trying to penetrate.
About 60% of the time "I saw your work down the street" means that I
already have the job, even before I bid it.
