I remember a Fransis Whitiker quote that he bid all his work as time plus 
material.  He said that if a customer insisted on a bottom line dollar quote 
up front, he would bid it real high and then bill the actual time when it 
was completed. I don't remember if he said what his time rate was, but I 
don't think he was hurting.
