The union has no formal blacksmith apprenticeship (The boilermaker program 
is excellent). Then shop would make the decision to hire and then he would 
be covered by the union. Not familiar with the shop so this is a guess. I 
work for NYC and they hire for a title and the respective union takes the 
person on.
