Let's think about this.

Occam's razor:  the simplest answer that expalins all the facts is most 
likely the correct one.

Its iron, it was found in a blacksmith shop, its got a stake on the bottom 
of it that looks like other blacksmith tools.

Doesn't look or work like any meat hook, grappling hook, anchor, chandelier 
part or architectural device any of us has actually seen.

Doesn't mean it has to be, but it does mean a very high probability that its 
a blacksmith tool.

The hooks rotate around   an axel.  The axel  attaches to something. 
Something else, probably four of something else, hangs from the hooks, and 
probably rotate while hanging.  Something heavy. Something readliy attached 
and detached from the hooks.  Something that alrady has a hole in it, as the 
hooks are not sharp.   Neither the stake nor the thread and nut end readily 
attaches to rope, chain or cable.  Does attach readily to a stake plate, 
hardie hole, hole in ceiling, hole in beam.

Meat hooks don't need the hardie stake or the rotations.  Oils lamps, when 
they hang, hang by frames called harps, they gont hang in groupd of four and 
don't hang from hooks or anything else this heavy.  And they wouldnt use the 
hardie stake.  Nothing would, except a hardie hole.

So far, the only thing that expalins all the features of this thing --  
including where it was found -- is the chain hanger.
