Looks like it could be the ceiling mount for a 
chandelier.

The square shank could've held a central ornament while 
the hooks held hanging chains for the rest.

Yes, they do. The section with the hooks (and there are 
4) is an easy
sliding/rotating fit on the shaft.

The tail of the shaft is about the right size to fit in 
a hardy hole, and it
does have a slot punched all the way through it which 
could take a wedge to
lock it onto something.
