Hard to say without seeing it. Nevertheless, one thing you could do is
inundate with Kroil or some other penetrating oil (Kroil is best IMO).
Let sit a few days. If the base of the anvil sticks through the other
side of the block, I might support the swage as close to the hole as
possible, then cover end of anvil with an oak block and smack the shit
out of it with a heavy wooden mallet. You can also apply heat to the
block. while hanging the anvil in a bucket of cold water to help things
along. The swage will be cast iron most likely, so you may crack it.
