The ring cutters that I have at my and most small hospitals are manual
crank type ring cutters. I do remove most every ring with umbilical
tape and curved small hemostats. The upside of removing rings in this
manner is that the ring remains intact and the umbilical tape allows
you to tie the ring around the patient's neck. Although it is VERY
painful.
