Yes, This is one of those urban legends that somehow stainless or  
titanium rings "can't be cut off" by EMS or emergency room staff. The  
techniques used for ring removal that are used often don't even  
involve cutting the band but if needs be yes they can be cut by the  
high speed steel blades in emergency ring removal tools.
