Andy,

Around here, Philadelphia, South Jersey area $75-100 a linear ft. for 
simple fabricated railings (front steps, porch balustrades, etc) to $350 
and up for forged stuff and stainless.  I know guys who charge for 
drawings and some who don't.  I usually show some visual reference 
(pictures, drawings, samples) to give prospective clients an idea what 
will or can be produced.  I can't always get paid for this time cause it 
is a competitive area.What are you charging?
