7mm (.276") is close to 1/4". The recommended dry application torque for course (20 tpi) is 75 inch-pounds, and 94 inch-pounds for fine (28 tpi) per one popular web source (http://www.engineershandbook.com/Tables/torque3.htm). If the application is critical, use something more detailed like Machinery's Handbook.

Does anyone know of a listing of torquing specs for 7 mm coarse-thread
SS bolts?  (Sorry, I don't have grade of SS, but it's probably 18-8,
304 or 316)  This is a real, practical problem.  On the basis of
information we found for 1/4-20 steel and SS bolts, plus the size
difference, we guesstimated ~120 in-lbs.
