A tool made out of mild steel is called, more or less, disposable. :))
That is not to say it should not be done -- lots of folks make
short-term tools on an as-needed basis;
it is easier to bang out a quick tool from cheap stock, sometimes!

PS - I dunno about surgical exactly, but I thought it was a high grade
of stainless...
