They do have such systems, and they do scan on the backbone... used to
be known as Carnivore, and then Carnivore 2, and then some more
appeasing name such as "the system" :)
It involves contextual matches, not merely keyword matches.... so
jihad explosion chemical warfare would either be from a terrorist or a
newscaster.... that's a real head-scratcher!
Many advocates of free speech will add a sig-line of watched words, to
attempt to overflow the watchers' buffers... albeit not good for
national security, it *is* a practice of free speech.
Oh, the same systems watch international phone calls, too (including VoIP).

So, back to metal.  The question remains unanswered:
How hot do I have to get it,
and how hard do I have to hit it?
