David,

I have also used Permalac outdoors with some success. I wouldn't apply 
over wax, paint is_ probably _ok depending of course on how well the 
paint was applied.  Go to Peacock's website for pretty extensive 
how-to.  The link was in another message. I have found that I have to be 
very careful about complete coverage when applying this product. I 
usually brush it on. They carry two different thinners of which I use 
the one that evaporates at a slower rate after having some trouble with 
the other. Also as with any clear or paint for that matter, the finish 
is only as good as the prep.  Make sure you remove all your rust or the 
finish will breakdown over time.
