Yes. ANY air in a fuel oil tank is at an explosive 
concentration.

The saturation point of fuel oil in air is smack in the 
middle of it's explosive fuel : air ratio.

Having a fuel oil tank welded is one of the most 
expensive jobs you can hire out. The preparations take 
days and the insurance is expensive. It's cheaper to 
buy a new tank in most cases.
