I just had a thought... how about a brake such as we do at times add to
our power hammers (a la Sudemeier). depress pedal, brake first
releases, then switch goes on. Release pedal, switch goes off first,
then brake stops spindle dead. Might be good in the event of a mishap,
though I suppose by the time such a brake does its thing, the damage
will have already been done. But perhaps it may help mitigate injuries
a bit? Just a thought. Any opinions?

I see no reason to be terrified of any tool. If one understands the
tool and it can be operated with safety, assuming one possesses no
organic disability, mindful use should result in safe operation. The
key term is, of course, "mindful".
