Terry,
I don't have a lot of relevant experience, but I've
been on the selections end of scholarships. I used to
be an officer in local Audubon Society chapters.
Audubon suggests chapters provide partial scholarships
to their camps. The amazing thing is that it is very
difficult to find applicants! NJBA found the same
thing to be true when Peters Valley asked us to give
out a couple "half scholarships" (tuition only, not
R&B) to classes there. Few takers.
Hence, I suggest you deal with some organization that
is already set up to make such awards - find
applicants, screen them, and handle the money. Look
for a 401k organization, dealing with the population
(youth? handicapped?) you're interested in. Check
their %overhead with the relevant state atty gen - or
possibly on-line. Then, if possible, make a donation
with stipulated conditions (make sure they hold to
conditions of donations) and wash your hands of it.
