Consider, in addition or instead of an exhaust fan, a larger chimney for the forge.  A chimney is measured in horsepower for a reason.  It is a measure of the air the chimney will pull from the bottom up into the air outside of the building.  I don't know the formula to determine how much air a given chimney will move but if the chimney is big enough and especially if it is tall enough it will create substantial movement of a large volume of air.  Those factories built in the 19th and early 20th centuries had those tall chimneys solely because a tall chimney moves lots and lots of air.  And I bet you thought they were just being nice to the people in the factory so the smoke went up high enough to make the employees working conditions nicer.  Anyway, it is a way to create that positive air flow into the shop at no operating expense.
