The flares increase induction amongst other things and 
will allow you to lengthen the tube if you want or need 
to.

What happens is the air/fuel follows the expanding 
radius of the flare as the cross section area increases 
the air/fuel mix expands to fill it. This creates low 
pressure upstream, increasing induction and it slows 
the mixture down shortening the flame length and 
helping keep it at the nozzle. A lesser, though 
significant effect of the lower pressure is improved 
mixing of the propane and air.

The short answer to your question is no, it doesn't 
count as lengthening the bore.
