What about checking your local garages and service stations for used wheel 
balance weights.
They melt at low temperature and add a lot of weight fast to the wheel rim.
Another option is to use an old tire mounted on its rim that has an inner 
tube. You could add as much water as necessary to get the weight you want.
I believe they add calcium chloride to the water in tractor tires as a 
preservative /antifreeze.
