That is an idea. I know a place by my house that services tractor trailers.
Could you explain how best to mount it in the concrete and still be able to
remove the post vise?

I have found that a good mounting arrangement for a post vise is to mount
it to a tractor trailer wheel. They can usually be found for nothing and
weigh about 80 pounds. Their round shape makes them easily moved to
different locations. The hole in the middle is pefect for driving some
wedges in to secure the vise post base.
