You may have to can it with a refractory to concentrate the heat but it
should do it

I do have a propane weed burner, but I don't think that would get the horn
up to forging temp. would it?

You just have to keep the face cool. The rest doesn't matter.
You should be able to rent a rosebud. Keep the heat out on the point.
