You should be able to use a large rosebud and hammer shape the horn.

I just picked up a 105# Mouse Hole that is in reasonable shape for its age.
But, the tip of the horn is mushroomed a bit and there are some rather deep
cuts (~1/8") on the horn.  I can work around the cuts, but my question is
about the mushroomed tip.  Has any of you ever tried reforging the wrought
iron tip of a horn?  Is this a practical thing to try?  What are the
hazards?  I wouldn't be messing with the steel face at all (which is in
reasonably good shape).

The really odd thing about this anvil is that the face is not parallel to
the base so that when the anvil is sitting on a level surface, the horn-end
of the face is a good 1/4 to 1/2 inch lower than the heal.  It seems to have
been forged that was since there is no obvious abuse of the anvil that would
have caused this.

I sold a 180# P/W  and kept a 179# P/W because the 180 was too flat.
It was easier to straighten stock on the sway.
