It sounds like he's using an already available technology and
"repackaging" it, while making it seem like more than is actually there.

I remember that hydrogen, produced by electrolysis, was used for
welding, although I don't remember the exact reason it was used. (Maybe
for jewelry shops or something? I'm sure a welder would be able to say
more).

Anyway, there is no comment on how efficient his system is. For example,
if it takes far more energy to get his "HHO" fuel that you could get out
of, say cracking natural gas, then it's not going to be feasible for
most situations.

And I really doubt he's found a way to burn water. I'm not sure what he
means by "HHO", but that actually *is* water (i.e. "HHO" *is* H2O). 

I don't know, but I'd be very suspicious of these claims...
