A traditional strap hindge is thinned where it wraps around the barrel (pintle) then is lap welded back on itself for a couple of inches.  If this is what Ray is making, the whole stock is neither a uniform 1/2" or 1/4" but the resultant strap could be a uniform 1/2" from the barrel out or tapered from the barrel out.   Just depends on how much you would work the stock down after completing the weld.

Later strap hindges are full thickness around the barrel and double thickness where they overlap.

why not the whole hinge out of a hammered 1/4 x 2.  You are gaining nothing 
in strength if the hinge leaves the barrel at 1/4,  if anything you are 
loosing it by putting that much more weight out there for the barrels to 
support.  Seems a bit odd to me.
