	Hi Mike, It looked like a wire bander that I saw used as a kid in the 50's
to strap up large bails at a factory.  It was just as the old wooden boxes
were going out and cardboard was coming into use - and folks had to figure
out how to deal with "getting rid of the scrap".  It wasn't open at the
bottom and it had to be wrestled out of the bail - guys loved the blue strap
band when it came out.

So I didn't fetch and read all the related pages.  I gather this is
similar to what I know as a strapjack, a device for binding bales or
other bulky objects together with wire, before the introduction of
springy blued-steel bands.  But I might be wrong.
