because the alley isn't a common hangout.
He says then, that it would have failed as a result of a stress riser, and
that does/can look perfectly even.
In this case, the alphabet soup may have arrived, thinking it was evidence of
smuggling, and enjoined everyone to secrecy because they may have either been
investigating smugglers using this method, or considering the law abiding
bubbas in CIA. etc, using that method in some project.
