Sure; Burning drain oil is an old rural American tradition.
Potters used to do it a lot. There are several ways to do it.
An old used commercial oil burner from a central heating unit
comes with the pump, ignitors, blower and everything. Just rip
the part you want out..often free from heater installation companies.
If you are going to have much control, you need to filter the
stuff and keep it warm.
The politic thing to do is to start it with a lighter fuel ( say
contaminated diesel) and switch over when the forge is really
hot. Keep your nose out of the fumes , also helps to fire at
night..grin...but, free fuel... .
The first one i made (40 years ago?)screamed so loud when opened
up that it was uncomfortable to be around. I kinda liked it.
Sounded like a jet taking off. The neighbors were not altogether
amused.
A simple oil drip ( needle valve) into the air stream from a
vacume cleaner that blows into a firebrick firebox, then into the
forge, will melt about anything if you don't watch it.
Deep fry oil is a lot more pleasant to use and still free in many
places.
Of course we wouldn't even think about doing that any more! Would
