Sounds like your power control is fried.  If the new tip (as someone else
suggested) doesn't work, check the output triacs.  In a high end unit, the
triacs control the power going to the welding tip.  In the less expensive
ones, you just select a switch that goes between transformer taps.  We
recently had a problem similar to that here at work that I had to work on.
