I have the weed burner but I am unfamiliar with Dutch raising process.

You can anneal with a propane weed burner.  Instead of angle raising on
a stake, why not try dutch raising, using a flat surface like the face
of the anvil. I do much more Dutch raising than angle raising,
typically.  Grant

You could raise them over stakes.  I say this glibly when the largest
one I've done is ca. 9" dia. and 5" deep in ca. 16  ga. but I can
imagine doing larger.  I think the traditional French chaudronnier made
kettles that were about 36" by raising.

For me, that greatest nuisance was the repetitive annealing.  If you
have a good gas burner and cobble up a temporary furnace from refractory
brick big enough for the workpiece, it would be easier.
