Well, I guess that means that we will have to move everyone out of
California because they have far more earthquakes than the gulf coast has
hurricanes. What about the volcanoes in Washington? the tornadoes through
the Midwest? Where is the SAFE place to live?

About time....

This is not a personal rights issue.  Living in high  risk areas doesn't
just affect the person living there.  It also puts the rescuer's lives at
risk and it costs all of the rest of us. 

It's like smoking.  When you smoke around another person, you risk their
life and your smoking costs all of us money.
