No, Ries. I think Steve may have missed something, twice, and you were
misdirected by his reply.

+  I DON'T need, want or expect to get 400 PSI.

+  My bargain compressor is RATED for 400 PSI, if it runs at  the spec
   RPM with 10 HP behind it.

+  I want to use the compressor to provide 100 PSI, running at the
   spec RPM but with 2 HP behind it -- or 5 HP or 7 HP if neccessary.

Since I don't know the gotchas of setting up a compressor, I was, so
to speak, standing on the street corner, bumming nickels in the form of
others' experience or wisdom.

   Ain't no use in me workin' so hard,
   I got a gal in the rich folks yard.

   They kill a chicken,  the sen' me the feet,
   Think I'm workin', but I'm walkin' onna street,
   Pickin' up cigaret butts,
   Bummin' nickels.
