Did I miss something, or is there some mystery reason why you need 400 
psi?
I find for almost everything I do, I turn my regulators down from the 
125 - 150 psi my compressor can make, closer to 90-100, which seems to 
be about right for air tools, the sandblaster, and the main usage in my 
shop, the plasma cutter, which has its own regulator that restricts its 
input to 55psi or so.
400 psi requires heavier duty, more expenisive airlines, and has actual 
dangers associated with it- even as simple a thing as a blow gun, at 
400psi is potentially harmful.
