You have perhaps noticed that those able to hire the best lawyers tend to avoid punishment.  So I wouldn't hold my breath waiting for enforcement of statutes that constrain the powerful.

We Americans admire the "self made man" and it is surely an admirable possibility.  But there are corrupt business executives as surely as there are corrupt union officials or politicians.  Power corrupts, it's a fact of human nature.  That's why the Founders were so brilliant in their conception of a balance of power in government.  Too bad they hadn't had enough experience with lobbyists!
