Not in shipyards but in manufacturing plants in China I have see welders
using stick weld without a shield. It is one of the first things we had to
do when taking over a foil mill was to stop the maintanence welding without
a shield. On one trip over I took 400 safety glasses with me. We could buy
them cheaper here (made in Italy) and take them to China that we could find
they at the time in China. This was about 1994 or so. Things have changed
a lot in 12 years.
