is there a metric dimension that would answer your needs? are you close to
the Canadian border?
otherwise I would just clamp it to a table and walk a grinder down it 2
maybe three times followed by a sander, check with calipers.

Does anyone know a supplier that carries really off size stock. I have
looked for 7/16 flat stock in 3/4 to 1' widths and have been unsuccessful
with the suppliers I have contacted. And, no, I really don't want to forge
12 feet of it down. Bill
