Why water?  Cheap? Nontoxic? Nonflammable?  
I was wondering about using some sort of oil instead.  The idea would be to leave a protective coat on the metal.  May not always be desirable, of course.  No oppt'y to try it myself anytime soon...

I've used stone gravel with pretty good success for removing burrs, 
rust and corrosion. Put it in with the parts into a rubber bucket 
(sometimes add a gallon or two of water) and roll it for few hours. The 
parts have to be dried immediately or they rust real quickly.
