I made a tool for tweeking baskets, it is basicly a bar with the end
flattened and bent 90 Deg.
The extra leverage gives good control when making adjustments.
Depending on how many you need to make you could make a jig to hold the ends
while twisting and un twisting. I did a railing a couple years ago that
needed a couple hundred matching baskets. The jig I made had one end held
firm the other end had a socket in the end of a pipe which was guided by a
slightlly larger pipe. I used a spacer pipe to control the amount of upset,
making them all the same length.
Using a gas forge makes it easier to get an even heat.
