Hi Roger.  Many of the drill bits are high speed steel (or better classified
as M2).   It is an air hardening tool steel that has tungsten in it (as well
as other alloys).   Odds are you won't be able to get anywhere trying to
anneal it.

How about a yellow heat and punch it thru? - that won't make for a very
redoable hole - but it may get the tap out.........unless it's not a thru
hole.

This reminds me of the fourth hole I tried to tap in a finished air hammer
ram one day..........I ended torching the dam corner off, welding it up,
redrilling and taping it out again - took 7 hours to get back to where I had
started from, but it was a large piece of square stock I'd taken ages to
find.
