[TheForge] OT biodiesel

The only problem that I see with nuclear power is that they want to build
them to big. Instead of building them big enough to supply power for several
states, build small ones like the navy does and put them where ever needed.
The small ones are confinable even if something goes wrong unlike the big
ones.
