Regrettably I would think it would be roughly a wash cost wise to ship versus replace minus all the labor involved in loading and unloading.

Plus he could sell off the existing stock to help defray some portion of the cost of replacement. There are other advantages to buying new as well.

If it was my shop, some of my stock has developed a nice "patina" of rust and pitting over time. A new supply of steel would reduce clean up time on many of my current fabrication projects. 

Buying a few tons of steel at once would yield a pretty good discount price to start with, plus once you have your racking in place, when they come to deliver it you can enlist their help filling the racks. (Of course I would supply beverages).

Also if he is like me, there is a not insignificant portion of my stock that I have had for a few years and haven't used. I would probably prefer to replace it with shapes I use more often.
