In the USA-
Large quantities, over 500 ounces, can be purchased from Stern & Leach.
Smaller quantites can be purchased from Stuller.  I believe that Stuller
purchases from Stern & Leach and then re-sells to jewelers.  When I got my
Stuller account I made it clear that I was primarily an art metalsmithing
business that did jewelry on a limited basis.
