Andy. I always remove the valves and plugs, turn the holes to the very 
top, fill with  water and detergent, drain, refill all the way( no air 
space) and torch cut a port  wet. Once it's opened up there's less 
danger....
Spooky stuff. At my last place, before i got there, there was a guy who 
killed himself cutting open a "clean" drum. They said it " Bleeew hiz 
'ead cleeeen off!"...........Pete F
