[TheForge] cutting propane cylinders

Now, how do you go about safely cutting propane cylinders?
I need to make something cool out of one of those hundred pound 
cylinders (about five feet tall and a bit over a foot in diameter).

Just remove the valve and wash it out, or do I need to fill it with 
water like you do a gasoline drum?

I kind of hate to bring this up again, since it's been done to death in 
the past, but it's a bit scary to contemplate taking a torch to a fuel 
cylinder...
