To All,
In a nutshell, with outlandish difficulty.
Niobium can be electrodeposited from a molten salt under vacuum.  Dow or 
DuPont or one of those types patented a process in the mid-seventies.  It was used 
to plate the internal working of chemical pumps.  The process was not pretty.
