    I think the first tanks did not have insulation on the outside at all.
Then the foam was made using freon and that worked OK. Then
someone decided that freon was a bad thing and the present foam
is freon free but doesn't hold together very well.
    Let's see - foam from freon is safe - foam without freon unsafe.
Looks like a no brainer to me!
