It maybe your operating system or virus software trying to call home for
automatic updates.
If your on dial-up or lost your connection it may be erroring out when it
cant get to the net.
Check your Windows settings for automatic updates and see it its turned on

I used to get this all the time. Other programs and services write to disk
and Defrag restarts itself.
Start up the PC in "Safe" mode by rebooting and hitting <F8> repeatedly
until the Windoze Start menu comes up.
Select Safe Mode and finish the boot. Safe Mode allows you to run the PC
with a MINIMUM of drivers and such.
Run Scan Disk and then Defrag. When complete reboot the PC as normal.
