FIRST  back up (make copies on CD) anything that is important to you 
right now.....
I can not emphasize this enough. Sounds like you are due for a hd 
re-format. been there a couple times before.
You could try,,, write down all your (Internet, e-mail, server) settings 
and then try updating your IE browser.
Bet that there is a service pack # ???  that you don't have.
That's just what I would do, but I don't know anything about computers.
We do have some real experts on this list, what do they say?

P.S. I just started using Mozilla Fire Fox browser and Mozilla 
Thunderbird e-mail program.
They are supposed to be more stable and bug resistant than IE and Outlook
