On the rude and crude, a tapped  block of tool steel welded to a long 
bar for the bottom and an extended wrench to match the bar at a known 
length....and a spring scale to apply torque to the wrench, till the 
bolt distorts....ought to allow you to calculate a ball park 
strength....where close is good enough.....Pete F
Barking crow; There's an Internet Explorer repair routine that you can 
run as a first try . It's  under Accessories-system tools I 
think...depends on the version of windows..........PF
