I have made many chisels from old u-bolt rod.  U-bolt rod 5/8" of greater is
4140 steel.  9/16" or smaller diameter is 1045 steel.  Easily heat
treatable.  Water Quench is acceptable, then run your colors.  Cheap and
will last for years when properly done.
